T H E OFFICIAL CORRESPONDENCE O N THE CLAIMS OF THE UNITED STATES IN RESPECT TO THE ‘A L A B A M A’ LONDON LONGMANS, GREEN, AND CO. 1867 London: Longmans, Green and Co. 1867, 1st edition, 9 x 6 inches, original blind-stamped cloth boards with gilt lettering to spine, pp.279 (complete), condition VG+ with minor wear to covers, occasional light spot of foxing, all pages present and attached in sound, tight binding. The provenance of this book is remarkable. The half-title page bears the inscription “C.P. Fortescu from A.H. Layard 1867” and the inside front cover has the bookplate “Carlingford.” The names Fortescue and Carlingford refer to the same person: Chichester Samuel Parkinson-Fortescue, titled 2nd Baron Clermont and 1st Baron Carlingford. He was a prominent British politician in Victorian England, and a member of the government at the time of reparation negotiations concerning the Alabama. Fortescu received this presentation copy from A[usten] H[enry] Layard, British undersecretary for state during the time that the Alabama was being built in secret for the Confederacy at a Liverpool shipyard (1862). Layard was involved in negotiating with Union officials who were trying to prevent the ship from being allowed to sail. The correspondence begins in 1862, with the initial letter from Charles Francis Adams, the Union ambassador in London, to Lord Russell, Foreign Secretary in the British government. Adams knew very well what was being built in Liverpool, but British officials claimed that the ship was being outfitted with no armaments; therefore there was nothing they could or should do. The entire run of letters involving various officials is a valuable and interesting example of the diplomatic style and niceties of the time, with both accusations and denials couched in formal, polite terms. The ship eventually sailed under the name Enrica but was soon transformed near the Azores Islands into sloop-of-war Alabama. She became one of the most successful Confederate raiders, claiming 65 prizes valued at nearly $6,000,000 (approximately $92,000,000 in today’s dollars) before being sunk by the Kearsarge in 1864. In 1872 the U. S. government pursued the “Alabama Claims” against Great Britain for losses caused by the Alabama and other raiders fitted out in Britain. A joint arbitration commission eventually awarded the United States $15.5 million in damages, an award which established an important precedent in international law. The 43 page appendix consists of “Correspondence Between the United States and Portugal, Relative to Claims of Portuguese Subjects Against the United States, 1816-1851.” Its inclusion in this volume stems from Lord Russell’s attempt to justify Britain’s actions by drawing a parallel with the conduct of the U.S. toward Portugal between 1816 and 1822, a dispute that had long been smoldering. An internet search finds only modern, print-on-demand reprints available, and a copy of this first edition has not appeared at auction since 2016. This fine example, in excellent condition and with the important provenance, is here offered with no reserve. Insurance is included with the postage.
